I would recommend using the spiral tool (Draw->Spiral) to create two independent spirals with the same properties. Rotate one 180 degrees around the z-axis.
Then, insert the lumped port surface and subtract it from both of the spiral arms. Lastly, create an outer circle/cylinder and intersect it with both the spiral arms to get the tapering effects at the ends.
Agreed with Stuart Barth . Draw spiral (you can do that using equation based curve), draw a rectangle in perpendicular plane, at the starting point of spiral with width as per the width of spiral arm and height as per the thickness of copper sheet. Select rectangle and spiral then edit-sweep-along path, you have one arm then duplicate around axis with 180 deg. Draw a rectangle between two arms to define lumped port. Since the tapering is not continuous here, you can subtract a cylinder from each spiral for tapering effect.
You can go to draw then user define primitives then syslib then segmentedHelix then select polygonhelix. Afterwards you have to fill parameters according to your requirements.
