Presently universities and academic institutions in developed countries are in a hard financial condition and strongly competing to get successful results within a short period. This seems to be the reason for their declining the assisting of young scholars from developing nations.
HEC Pakistan spent huge amounts of $ to train and get PhD from UK and developed countries. I know many students having no publications, but got PhD from UK universities
Some developed countries are feeling the pressures of protectionism. This will shift the emphasis on stimulating their own economies rather than help with foreign investment. It is sad, since both developed and developing countries suffer in the long run
It it real, I feel it is because of financial hardship been faced by most developed countries and this makes processes of scholarship/grants a bit hard and difficult.
