And I'm in a fix now. I cannot think of any possible way to measure these angles successfully to precision.

In ALL Books about gears measuring methods are described with great care since geometry control of gears is an important aspect of quality control and insurance.
If you measure outer diameter and the dimension over teeth with even usual accuracy you can compute back angles and profile shift. You can get a cross check by using the distance between shafts which is function of gears geometry.
