The most natural answer to this question in our time is: Perform numerical simulation using the computer model. Unfortunately, it is not a trivial task and it will require both data and computer infrastructure. In all situations when you have just the wind speed measurements I would suggest to use the Principle of the Back of Envelope Calculations.
