The most natural answer to this question in our time is: Perform numerical simulation using the computer model. Unfortunately, it is not a trivial task and it will require both data and computer infrastructure. In all situations when you have just the wind speed measurements I would suggest to use the Principle of the Back of Envelope Calculations.

All elements needed to perform such an estimate are provided by Callaghan and Smith (1998):

The corresponding formula is derived in the Section: Theoretical Considerations (page 198). Equation (7) links the radial component of the pressure gradient with the tangent component of wind speed. You can use it as the first approximation.
