Did you check the cross-section dependence? If you only have heteroskedasticity and autocorrelation problems, you can use Newey West estimator, Wooldridge estimator or robust standard errors.

Yes I have checked for cross-sectional dependency using the xtcsd command. I have found significant presence of cross-sectional dependency.
