Drought and pests can be considered slow-onset disasters, which can provide some mitigation time. Green infrastructure might be worth considering to slow the onset of drought, plus adaption of farming practices to changing weather conditions.

Insects are opportunists who go where ther is food and habitation. Continous use of an insecticide makes it ineffective as the insects adapt to it. Using a mix of pest control measures can be more effective.
