There  recently was some work done with hi-res satellite data over a city in the Philippines - have a look at the attached link. It's probably not exactly what you're looking for, but the authors or someone in the list of references might be able to help you with your enquiry. Good luck!

Have a look here: http://emergency.copernicus.eu/mapping/list-of-components/EMSR058 . It is the mapping of the European Emergency Management Service of the EC.

They mapped some other cities and Tacloban during/after Haiyan. You can find zipped vector data, too. Reference data from the time before should be included as well

Thank you for your reply. I knew the website. The problem with the graded data is that the accuracy is not that much good (60% accuracy) and the reference data is just for disaster situation (i.e. pre and post-disaster are not included). Again, I appreciate your reply.
