It depends on what platform you are using to measure the data, if the data can be accessed through a serial connection or similar, i would suggest looking into the XBee platform for data transmission if the acquisition rate is not high. i.e. if you need the full ECG signal as measured you should likely look into wifi enabled devices rather than XBee, one such device could be the Intel Edison SOC.
It's a very broad question. You should first go through the design of planar antenna structures in CST MWS. Thereafter, adapt your design for wireless body area network. There is a recent research interest in the design of carbon nanotube (CNT) antennas nanosensor for targeted drug release. Your problem as I could understand is the measurement and transmission of health-related parameters to a remote location. Undoubtedly, an antenna is a sensor but it can't simultaneously measure these parameters and perform transmission at a given frequency.
