if the current and voltage grow proportionally, then correctly. actually, it would be nice to see your graf and measurement scheme.

1.The area under the current vs. voltage usually changes with change in sweep rate, which will give you different values of specific capacitance at different sweep rate.

2. You mentioned specific capacitance at different point, not clear. I think you are trying to calculate the specific capacitance at different sweep rates. Check your CV plots at different sweep rates and calculate the area under the current vs. voltage curve. I hope you can get the right values.

What is the program do you use to calculate the area?

I am calculating the area by using origin.

not all, the values are constant, in this formula; different CV data points are associated to different (partial) potential window(s), in the case you consider (a single CV rate, in your calculations).

Use the full (maximum[1] tested, experimental) potential window in your calculations.

1. In the case you find other (non capacitive) contributions in your real CVs scans, then reduce your extremely wide (-1V, +1V) experimental potential window, instead of "calculations".

I have to disagree with the statement "all the values in the formula for calculating specific capacitance are constant."

The reason is simply because the equation for capacitance, like you said is capa.=integrated area/(2*mass of active material*scan rate* potential window)

For a specific scan rate and voltage window (1 CV cycle), the capacitance you calculated is the specific capacitance of your electrode within the specific voltage window. However, if you change the voltage window you will get a different capacitance because the window is narrower.

Like other researchers have suggested, it is unclear about calculating a capacitance for a specific data point. It is more common for electrochemists to run experiment at a fixed voltage window but different scan rates. In this case the specific capacitance should generally decrease with increasing scan rates.
