To suggest for such kind of policy, at we have to look at the problems suffering by lower income/ developing countries. Most common economic problems are lower GDP, investment, poverty, large volume of national debt, trade deficit. Other social and ecological problems. I think the problem is the absence of long run economic planning. E.g. Developed countries have 30-50-100 years planning and sustainable economic policy. So if you design long run plan for developing countries, i think then it is quite possible to ensure sustainable development. Thank you
In developing countries such as mine, Lebanon, it is all about political agreements which, if done for the public benefits, could achieve the mentioned balance and all other issues.
The first thing that developing countries suffer is the weakness of the development will of the state itself as the people ... in addition to the weakness of laws, legislations and development plans ... that the desired comprehensive development is nothing but theories only in these countries ... Therefore, to activate "clean" development, it takes time, effort and huge money. Coupled with strict laws against rampant corruption in these countries, which suffer from political and economic weakness ... Let us not forget that the economic decision is a political decision
In the short term some tradeoffs between economic development and protection of the environment are inevitable. In the very long run there may be full compatibility between the two but as the old saying goes "in the long run we are all dead." In other words any policy maker will be forced to consider the short term tradeoffs if they want to remain policy makers. Decisions therefore must involve some sort of cost benefit analysis considering how much a given action would enhance development and at what environmental cost.
Estimating such costs and benefits will always be difficult and subject to considerable fuzziness as well as issues involving the distribution of both costs and benefits. As a result there is no way of taking politics out of the process. An absence of outright corruption can only be hoped for, given the stakes that multiple interested parties are sure to have in the decision..
