In Nepal, crop insurance and refunding policy is is area-yield /revenue-based and cost of production based. Farmers are partially following crop insurance in comparison to livestock and other life insurance ones. Literatures say that weather index based insurance policy is more cheaper to the insurer and efficient to insured member. However, I am not getting appropriate literatures explaining logic on funding of government on it. Why not the most government not following weather-base policy? I request more elaborative answers as well as suggestions and literatures from the experts.
