Check the distributions of the likert scale data. If they are fairly 'normal' you can compare villages among each other with a one-way anova. If the distributions are not normal, you could use a Kruskal-Wallis test. Both should be followed by a posteriori tests if the main effect is significant.

You have said you collected the data with a Likert scale.This is Ok but have you actually studied in review what are the major factors considered for growth in the villages.For example where some authors may say the Income of a person is one factor to see growth,other may say employemnet increase is another parameter.You could make a model of all such factors which could be listed as paramters of growth.Then do an EFA to see which factors are the most important.Now compare these factors with each village using the ANNOVA test.
