i have a query. i have to use a data which is a real time case study done by a canadian author. he has given data in repository. my question is when i use this data how should i cite it? like " the proposed algorithm has been tested on the real time case study done by (author citation) and the results were found to be better etc etc or how should i write this in my manuscript?
or should i get proper permission from the author? will this be copyright infringement?
can i use other authors research data just by citation? or any other formalities has to be done?
most of the authors whom i have tried to contact are not responding.
my area of research is " flexible job shop scheduling" in Industrial engineering and operations research area.
any suggestions will be deeply appreciated.

Data can and should be cited. If it is already on a data repository, most probably you don't need permission or consent.

Your proposed approach, citing the data set with its URL, is appropriate. It is reasonable to assume by placing the data on a public repository, the author is granting permission for re-use. It is not © infringement if you reuse the data but do not reproduce it in your own outputs.

You should take permission.Secondly you can cite the author giving full details in reference section. Moreover, also check plagiarism, it should not more than 10%.
If the dataset is available in an online source that means the authors made it available for research purpose, so you can use the dataset and should cite the reference and source. You probably don't need permission or consent..
