The ICESat data is available from 2003 to 2009 and Cryosat data is available from 2010 to the present date. So, I want to monitor the water level changes of a water body from 2003 to present data. As these data have different resolutions and sources. So, what is the appropriate method to compare both data results?

We sometimes face this kind of situation for water studies. It will be better to use same kind of RS data for any analysis, but in case of water level/waterbody analysis this is a genuine problem. You can mention the data with sources, year and other related information in the methodology part and discuss the result with proper discussion to achieve your desired goal.
