It depends on the level of accuracy you need, the conditions of your location, and the averaging time. There are at least three non-trivial methods for "transpose" wind speed (and direction):

- classic interpolation, for example using a high-level polynomials,

- 4-Dimensional Assimilation, as in the preparation of initial data for the numerical weather prediction and / or,

- numerical simulation using a complex model of atmospheres.

I recommend using a mesoscale model such as CALMET, it's free to use, but it's a complex model. CALMET is known as a wind field diagnostic model. See the next paper about your question:
