It depends on the level of accuracy you need, the conditions of your location, and the averaging time. One of the simplest approaches is to use a logarithmic profile to extrapolate the "macrowind", and subsequently another logarithmic profile at the seaside location following the approach of Wieringa (1986). I recommend using a mesoscale model such as CALMET, it's free to use, but it's a complex model. CALMET is known as a wind field diagnostic model. See the next paper about your question:
