i synthesized RGO from GO in different reduction techniques with NH2-NH2, NaBH4, NaOH, and some more from the attached review paper. in all these cases i am getting least 1-5 k ohm resistance, which is not suitable for the high conductive application. can anyone suggest to improve its conductance .

Your resistance values are given in Ω over what unit (cm, cm2)? If it's per cm, then according to the conductivity associated with each chemical reduction method, as published in Table 1 of the Carbon paper, you have way too much resistance. Most probably you are not following the proper protocol given by the corresponding papers. I have synthesized RGO with a lot of different methods, and I have never arrived at such high resistances. This only means that your reduction is only partial, i.e. you do not achieve an RGO with the proper C/O ratio, thus you have to look over your methods again.
Have you performed Raman on your RGO to check if you indeed have RGO?
Dear Anthanasios Tiliakos, sorry to say, I am thoroughly following the authors instruction in the method, then only, I'm asking this question, in the best case i got 342 ohms/ cm. i did n't performed the Raman but conforming with XRD and FTIR.
If possible suggest me one best method to synthesis RGO with low resistance.

Your resistance is still high - but not too high to suggest that you are way off in your methods. This reinforces my guess that you achieved a partial reduction - at least not to a sufficient C/O ratio. This is why I am insisting on the Raman: you will get more information on your level of reduction by looking at the D and G peak ratios.
Another possible set-back might be your starting material, the purity of your original GO. Raman will help you track the transition from GO to RGO (and check on your GO purity as well - if you have unoxidized graphitic remains etc.).
Again, these are all my hypotheses - I could be wrong, but they can help you to double-check your procedure.
A recent experiment I did on chemical reduction of GO with Vitamin C proved that a lot of things can go wrong that affect the level of reduction, so I always keep track of all experimental variables. However, your hydrazine path should yield better results than V6.
