In some countries, especially poorer developing countries in recent years, the scale of the problem of illegal toxic waste dumps, which greatly contribute to environmental pollution, threaten the biosphere and the health of people, local residents, has grown. The problem is caused, among other things, by the low scale of waste segregation and recycling and the illegal import of toxic waste from other countries. This illegal practice has become one of the most profitable illegal businesses run by organized crime groups. Some of the illegal toxic waste dumps become fires after some time, in whose combustion processes toxic, carcinogenic, carcinogenic chemical compounds that are harmful to human health are formed and enter the atmosphere, soil and water. In addition, some illegally created toxic waste dumps, before they become a source of dangerous fires for the environment and human health, can also be a source of pollution of the surrounding groundwater, subsoil and surface water, if the landfill was created without adequate protection of the land on which it was created. This problem also affects the country in which I operate. I am very much asking for your recommendations, advice, recommendations on how to solve this problem. I ask for publications that describe the results of research on this issue and recommendations for solving this serious problem. What are the practical and effective solutions to this problem used in various countries? What technologies should be used to dispose of illegally stored toxic chemicals? What changes in national legal norms should be applied to effectively reduce to a large extent the scale of the aforementioned practice of creating more illegal toxic waste dumps? В Российской Федерации данная проблема признана одной из наиболее приоритетных в области обеспечения благоприятной среды обитания человека. Для ее решения на государственном уровне разработана программа ликвидации объектов накопленного экологического вреда, осуществление которой возложено на Министерство природных ресурсов и экологии РФ.
Государственная поддержка ликвидации ОНВОС (Объекты Накопленного Вреда Окружающей Среде) осуществляется в рамках федерального проекта «Чистая страна» национального проекта «Экология» в соответствии с Правилами предоставления и распределения субсидий из федерального бюджета бюджетам субъектов Российской Федерации на ликвидацию несанкционированных свалок в границах городов и наиболее опасных объектов накопленного экологического вреда окружающей среде
Последовательность действий по ликвидации данных объектов следующая:
1. Осуществляется выявление ОНВОС и при возможности выявляется виновник их образования. При выявлении виновника осуществляется стандартная процедура привлечения к ответственности в рамках Кодекса об Административных Правонарушений (КоАП, закон №195-ФЗ от 31.12.2001) с расчетом и взысканием вреда, причиненного почвам, принуждением к разработке проекта рекультивации и восстановления нарушенных земель.
2. Если виновник неизвестен, объект заносится в ГРНВОС (Государственный Реестр Объектов Накопленного Вреда Окружающей Среде)
3. Проводятся тендеры на госконтракты по ликвидации ОНВОС, по итогам которых выигравшие их юридические лица проводят работы по ликвидации.
4. Все проекты ликвидации разрабатываются лицензированными проектными организациями и проходят экологическую экспертизу. Основными технологическими решениями, в зависимости от характера отходов, является их вывоз на специализированные полигоны с рекультивацией почвенного покрова или рекультивация без вывоза отходов с соблюдением необходимых технологий изоляции отходов от объектов окружающей среды.
