The vibration caused by a bearing is usually used as a key parameter to evaluate the health and operating conditions of the bearing. To achieve this purpose, a threshold value of vibration signal to distinguish the healthy and abnormal bearing is often required. How to set/determine a threshold value of a bearing in a specific application?

From the vibration signature, the frequency of the loading can be found out (acoustic techniques/ accelerometers);
based on system stiffnesses, forces can be estimated for the given amplitude of vibrations
The HCF loading can be found out for a given time period of operation and life can be estimated.

A general threshold is difficult to define and apply, maybe up to 1 mm/s is acceptable. However it is more the evolution of the vibration level that counts. You have to monitor the bearing throughout a longer time. When a defect arises the vibration will increase (about exponentially). You set your alarm or intervention level a few times higher than the "normal" value.
