I am tring to fix a protocole in order to know when a reagent is out of use when it is already open. I have seen that a method of risk assement exist but I don't have all the information on it. Does somebody have a methodology for this?

Well, the question you have asked is very genuine but there is no fixed methodology or SOP for this. Since, different reagents have completely different chemistry including their degradation process therefore nothing can be generalized. The best way is to know the physical appearance of the reagents and mark them on the bottle the day it was opened. After prolonged time if the physical appearance changes then that must be first hint that reagent is degraded and need to be changed. But truly speaking, some reagents can still be used even if there appearance (color, state, etc.) changes.
Normally in industry there is a deadline for different reagent bottles after which it is rechecked using analytical methods. But that is different for different reagents.
