On what basis I can select the machining parameters for determining tool wear during turning and drilling of AISI 304L with carbide tool.? Is there any data hand book available to select these parameters based on geometry of workpiece?

The range of cutting parameters for each particular cutting tool is provided in its related catalog. However, the mentioned range is general. Therefore, you should put the mentioned ranges as basis of your work for starting, then optimize it regarding your used material.
We need more information to sugest cutting conditions. For example, in turning testing, the hard metal insert is uncoated or coated? In the second case, what type of coating?
The drill is of integral hard metal, or have an brazed insert or the insert is fixed by an mechanical method? Coated or uncoated?

You can first of all find out from reference books the recommended values for these parameters during turning/drilling of AISI 304L base on the type of your carbide tool. However, that is not really necessary since you are carrying out an investigation. AISI 304L is a austenic stainless steel which is a high strength, high corrosion resistance material. So what matters, is to choose such values of these parameters that will give meaningful wear base on the range of values provided on the machines. I will advise you to choose like five different values for the depth of cut, speed and feed rate. if the cutting tool is coated, then select higher values.
