I think the 90 degree around Axis 2 is enough.
As per my understanding, it depends on how you kept your sample during the EBSD scan. There is a 1-to-1 relation. I have attached a picture below, which shows typical transformation from TSL/HKL to MTEX. It is just an example, showing that reference frame conversion depends on your sample's frame of reference, since the EBSD machine's frame of reference is always fixed.
Yes, you are correct and only a 90 degree Axis 2 rotation should be required to get the pole figure you are interested in. If you are working with a steel, usually a quick check of a single slice of the 45 degree ODF can confirm if your rotations is correct or not.
My experience has also been that either before or after the 90 degree Axis 2, I may be need to also make some additional minor rotations based on the pole figure to ensure that is centered. This can be an important step when comparing different samples as the magnitude of the ODF can be quite sensitive to these small rotations.
