As you know Ethanolamine is often used for alkalinization of water in steam cycles of power plants. Its needed to waste some of the water from the cycle to improve the process. after the wasting process we have a volume of water polluted with 2000 mg/l mono ethanol amine and its needed to decrease to less than 5 mg/l for environmental issues. it seems that adsorption and AOPs are the most common methods for the treatment. I want to know your advises about this!

I agree that adsorption and AOP's could remove monoethanolamine (MEA) but at (very) high operating costs considering the 2000 ppm and the required 99.8% removal as to meet the < 5 ppm target.
On the other hand MEA > 100 ppm inhibit biological degradation such as in classic activated sludge (CAS).
However, most likely the 2000 ppm can be fully removed by advanced activated sludge (AAS) which includes adsorption (at its inlet) and regeneration with recycle. We developped and applied full-scale AAS systems successfully for various industries such as pharma and pulp & paper. The ultralow residuals in AAS effluent enable water reuse at very low cost as compared to traditional systems including CAS and MBR.

Well the AAS operating costs are max. 10% higher than that of CAS systems having the same capacity but CAS won't work at 2000 ppm MEA.
Back in 2012-2014 we assessed 20 large textile wastewater treatment plants in Bangladesh on behalf of the IFC (World Bank Group). One of the findings was that operating chemical and electro-chemical (EC) treatment was 10 times more expensive than biological treatment. Operating AOP (ozone, peroxone, Fenton, ...) systems would be at least 100 times more expensive.
