The use of 'linear' components in achieving this is possible, but energy wasteful (losses mean heat generation)
I would suggest a circuit based upon the Analog Devices LT3845 Current mode step-down converter would be suitable. A circuit which can attain the parameters you require (and is easily modified) is given on page 1 of the data sheet.Note that heatsinking of the power MOSFET(s) in the output stage will be necessary, and can be calculated from the current and efficiency figures.(data sheet)
