I do understand your problem. when I am reading technical papers outside of my discipline or trying to struggle through a paper in a language I am not comfortable with, it is a real problem. Many of my graduate students also mention this. I find that there are five strategies that tend to help me when such a difficulty arises. First, I read the abstract carefully until I under stand it. Second, I look at the headings and sub-headings to get a general organization of the paper. Third, I look at the data in the Tables and charts since these are resistant to my language problems. Fourth, I read the conclusion for understanding. Finally, I keep a technical dictionary with me and look up the words I do not know. Once I do this...then I actually go back and read the paper (fairly quickly)...and I find that this generally accomplishes the task for me. Hope this helps
