I am facing few problems in context to finding scale for the construct.

1st: what should I do if I am not able to find variables for the Construct( the construct was defined in the qualitative study as a proposition)?

Response: you may use grounded theory(GT) approach to define scale. Kindly refer my paper how to generate the scale using GT.

2nd: Can I develop the variables for the Construct ? Further, what problems could I face in having own variables for the Construct.

Response: Yes, variables needs to be validated with normality test, validity test.

3rd: Few constructs like Organization Politics have 15 items scale which is very long. How can I use the same scale if Short version is not available?

Response : Use all items , and with factor analysis you can eliminate the items with less impacts ( use min factor score 0.60)

It sounds like you have done the first stage of what is known in mixed methods research as an exploratory sequential design (qual --> QUAN), where your interviews are the qualitative component and your survey will be the quantitative component. This is a very well-known design.

The usual next step would be to do a thematic analysis to identify the main dimensions for your survey questionnaire. I personally agree that 15 items is quite long, and I would aim for 5-7 instead.
