For preparation of transparent polymer composite film, I want a clear solution of nano-particles. Is there any type of capping agent type chemical so that I can add that to the hazy nano-particle solution to get a transparent solution and the nano-particles will not break down to its component ions.

Both these oxides are highly insoluble in water and other solvents, therefore , I think it is not possible to make clear solution of them.

many thanks for sharing this very interesting technical question with the RG community. It is the nature of all nanoparticles, no matter if Au, ZnO or Ag2O, that the are isoluble in all solvents and only form dispersions. Of course you can "dissolve" ZnO nanoparticles in hydrochloric acid to give a clear solution, but then you have a solution of ZnCl2 and no nanoparticles any more! You can find a lot of informations about the nanoparticles mentioned in your question by searching the "Publications" and "Questions" section of RG.
