In order not to contaminate your emulsion, try a low molecular weight siloxane as a surfactant.

Depends if you want water droplets in silicone (a water in silicone emulsion, often written W/Si) or silicone droplets in water (an oil in water emulsion.. Si/W or O/W). People make this sort of emulsion the whole time for cosmetic products, so that industry makes a whole range of suitable emulsifiers.
