As far as the expert panels that I have served on at engineering conferences, the following remarks apply. The process of appointing people to a panel is the same as appointing reviewers. In appointing the experts, you should try to get experts with different backgrounds and experiences, so that there is an interesting and useful debate. The limitations of such an approach is that it is brainstorming and workshopping, and it cannot bring anything to the table that is not in the memories of the panel members. Original research will not be performed on-the-fly by the sages on the on the stages. However, lines for future research may be suggested.
