I am currently working on microsupercapacitors for portable devices. I am wondering how do we obtain the time constant of the same? What experiment needs to be conducted for obtaining the information? And how do we proceed further?

The capacitance of supercapacitor is different for different scan rate. In that case, the time constant will be different at different current (Galvanostatic Charge/Discharge) or voltage scan rate (Cyclic voltammetry). Should we consider the maximum capacity?
The standard scan rate has been proposed to be C/60 to give a discharge time of one minute. For example if your potential window is 1200 mV the scan rate should be 1200/60=20 mV/s. This one minute discharge time rule is also true for charge-discharge test.
