How to motivate workers who can drive agricultural technology, with the availability of agricultural land getting narrower?

Information and communication technology (ICT), for one, can boost collaboration, efficiency, inclusion, and innovation for rural development and food security but insufficiencies and inequalities across the dimensions of connectivity, structure, support, and usage curtail the benefits it can deliver. ICT infrastructure is a precondition to the motivation of workers. Past the hurdle of infrastructure, with the backing of extension services, ICT can serve rural communities by providing local content and basic services to people marginalized by distance or geography. It can also help rural communities stay in touch, eliminate intermediaries, directly access markets and value chains, grow bargaining power, facilitate the provision of agriculture extension services, aid long-distance learning, improve farm productivity, and develop nonagricultural economic activities.

This goal can be achieved by adapting IP regulation to increase access to data relating to local crop varieties, precision agriculture, and agro-technology by vulnerable groups, especially women and small-scale farmers. Examples of IP policies successfully adopted by developing countries to enhance data inclusivity in agriculture can be found in my recent publications.

This is an important issue. There are number of ways one can motivate of agricultural workers to stimulate them work better and use agricultural technology better in the facing of declining land areas. Some important ones are:
1. Incentivization of the through various supports in the form kind or cash.
2. Subsidization of the production system to make farming more attractive profession.
3. Provision of free capacity enhancement training to keep up with the technological advances.
4. Re-imaging and re-prioritization of development agenda to provide a agriculture a fair share of attention in terms of resource allocation.
5. Invest more on relevant research for generation of efficient technologies that are suited to the emerging issues
