I think it can be measured with considering two different aspects, either as a research contribution or as a real impact on the economy. The first one can be done thorugh conducting a comperhavive surevy or a systemtatic review which the seconf one requires much more effort and expert opinion should be considered highly in this regrd.

So we need to specify which perspective we aim to consider..

Respected Hamdi Al-Jamimi Sir. Thank you for your answer. There are studies that have taken investment in software, databases and computer machinery as a proxy of AI and ML in an economy. So, I was inquiring about whether that data are available for the Indian states or economy over the years i.e. time-series data.
