I have designed a survey to measure the growth of ministry effectiveness over time by designing a pre-test and post-test survey. The congregation is small with approximately 12-20 persons who will be participating in this survey. I am using a five point Likert scale for both my pre-test and post-test surveys (which are identical). I have only indicated an "increase" between the pre-test and post-test surveys but have not specified how much of an increase is required to warrent success.

Question: Is there a standard threshold available to use to determine when success is achieved in a quantitative survey of such a small sample size? This survey in the context of a D.Min. project.
