There seem not to be much empirical research in Africa in relation to IPR. Below is link to a dissertation that reports results of research about Kenyan university libraries in relation to copyright.
You probably won't find much empirical data specific to Africa or African countries, but you should find data available along with methodology on how the data were measured/obtained through some of the pieces that deal with the measurement of IPR -- Ginarte & Park, Sherwood, Luthy, and even my own work on the subject back in 2000 or so.
I think the same methods can be used as these other scholars have used. In fact, I know even in my own data set there were some African countries. The most difficult part of this was obtaining the actual laws for some African states.
