i want to make mesoporous NiOx for some devices fabrication. so if anyone have some information or articles please share it here.

I will suggest you to use highly efficient Sol-Gel template sacrifice route for the synthesis of mesoporous NIOx materials. For that you have to take NI based precursor and suitable template. For complete review of the method, you can go through my published articles and i am sure you can get complete knowledge of the method.
