ELC Buildings used to specialize in this: relocatable modular labs for exactly this sort of thing. Engineering of oil-field lab and business accommodation. Not sure what the status is now, though. If you can't find anything, I can help if you need it.
You have to be specific on your needs. EOR research can focus on subsurface or surface behaviour and facilities. Once you have decided on your scope, the fastest way would be to contact equipment suppliers. If you wish to develop your own rigs, the literature is full of laboratory studies.
You can search for leading labs working on similar research points, then try to replicate their lab setup. I am not sure if there is that kind of standard setup, it is all about your application that determines your needs. Best of luck!
Setting up a Laboratory facility is relative, and that depends on the scope of EOR processes you intend to focus on. Remember, you are looking at a wide range of uncertainties, experimentations and performance evaluations. These, in addition to the synthesis of some of the chemicals you might be using in case of CEOR (Chemical EOR). Therefore, a well-defined scope coupled with a carefully designed experimentation plans should be the first thing to consider. After this, you can then source for equipment suppliers who would provide you those equipment based on your specifications. Best of luck.
