What are parameters/criteria scientists use to nominate a species as invasive in area?

According to definition they are mostly non-native, fast growing species with potential harm to ecosystem/environment. But how we can say this species is invasive? What are the criteria?

I have an opinion about a species that it may be invasive. How I can prove scientifically that my statement is correct. Somewhere else, I read that invasive species are those which have potential to spread 1 m annually. Need expert suggestion.
