SNR is anlog merit parameter t that has trade off with bandwidth and mathematical relation is given by Shannon, with limiting factor channel capacity. In digital world nearest to noise is BER, and equivalent to signal strength is good throughput. So if you want to incorporate SNR fpr routing you may have to see the relation between throughput and BER may be in form of probablity.

In addition to what Ajay mentioned, u just need to introduce a noise source (model) in your system and get your BER curve.
