I would like to know the relationship between oscillator strength and the lambda diagnostic since those two factors do not behave as the same for a possible excitation .

This is a criterion for separating valence states from
charge transfer and Rydberg states."
This paper clearly describes what lambda is and how it can be used.
Oscillator strength is directly related to the transition dipole moment.
