I'm trying to implement and compare the VM scheduling algorithm using MatLab. I need a clear path, how to get a dataset. Is there any special tool that I can use to implement and simulate VM scheduling.

Instead of Matlab, there is a very good tool named Cloudsim that you can use for your research work implementation. Both matlab and cloudism are good tools for min max and vm scheduling algorithms.
