I want to check whether the network I got in a empirical fieldwork is a small world network, Which routine in the UCINET should I use to identify if the net is a scale-free network? How to get a power-law distribution graph?
If UCINET doesn`t allow this kind of task, are there another software for this activity?

I just checked that discussion, but the solution that I found for my question was to use Pajek to get a vector which can be analyzed in R through a script receiving the alpha value which defines if the network is scale-free or not. The step by step process is in the Book:

You mention both "scale-free" and "small-world" networks in your question -- they are NOT the same! To see if you have a small world network, check the clustering coefficient)CC) and the average path length(APL). Compare your network to a "random network" if your results are significantly higher for CC while maintaining a good APL, you have a "small-world" network.
