All questions relevant to embankment simulation using PLAXIS, you could get answers from PLAXIS tutorial manual itself..but more specific to your questions, you know soil always behave in a nonlinear manner so it is better use interface factor 'Rf' for soil is 0.67. Uniformly use 0.67 for any type of soil such as embankment soil and foundation soil. Normally we assume geocell behave in linear manner so use interface factor 'Rf' for geocell is 1. Another question whether interface is required between embankment soil and foundation soil..no interface is not required between these two soils. Use interface element between the geocell and soil only.

both in numerical or analytic approach for the analysis of an embankment, it is suggested to evaluate the kinematic interaction at the interface between two different materials, in particular when geocells or similar geosynthetics are involved.

In Plaxis tutorial there are some examples to find suggestions suitable and specific for the code.

In PLAXIS there is an element called geogrid structural element that can be used to simulate geocell in your analysis. Additionally, It is recommended that the interface factor (Rf) be taken as 1.
