If you search for a tool, I suggest a Google Forms or Lime Survy. Google Forms record all the answers in Google Sheet, and gives you the basic statistics (frequencies for each answer). You can download the Google Sheet and make data analysis in some statistical software.

Please, specify the question. Should the questionnaire be created on the social media portal or is it about the subject matter of social media portals? Most popular social media portals have built-in formulas that allow you to create survey forms. GoogleDocs is also a good tool for creating online surveys. After creating the questionnaire, you can put links to the questionnaire on social media sites asking you to fill in the questionnaire.
