Does anybody have ideas to mill Silica powder to micron size particles to a narrow particle size distribution (PSD)? For example grinding with planetary ball mill makes a wide PSD which is not desired.

Ball milling is better option since it is a ceramic. Use lower rpm and run it for min 8h.

In addition with what was already proposed which is in my opinion the first test to make, you should try to run the process in wet conditions which are leading (in most cases) to a lower PSD width with a lower mean particle size. Moreover, using smaller balls in wet conditions will certainly lead to the lowest and narrowest PSD as it is well-known and suggested in many articles.
