How to find the glass transition temperature of the polymer, if the corresponding step transition is so small that it is difficult to locate properly in the DSC curve?

You can use DMTA (Dynamic Mechanical Thermal Analysis) for glass transition, which is much more sensitive for step transitions.

Use a higher heating rate (25-30 degrees Celsius) to obtain a profound step scan and consequently glass transition in DSC.

Besides using higher heating/cooling rates (can be as high as 50-70 C/min), using derivative heat flow curve (providing peak rather than step) may help identifying glass transition.
Unfortunately, it is not easy to determine Tg because this depends on several factors: starting with the thermal analysis technique used, the heating rate, amount of material, etc., etc. You have to be patient and carefully
