In my work, I am analysing if the privacy standards of the Smart Meter Gateway in Germany and their compliance with the GDPR. The research subject is pretty straight forward and limited so that I am applying a qualitative single case study method. The GDPR is hereby used as the analytical framework.
However, what I am struggling is to find a appropriate, reproducable method to evaluate the findings (from textual sources) and a logical data operationalization strategy.
I do not seek to codify.
Anyone has a good suggestions or can lead me to previous related work?

Coding is the standard method for qualitative analysis. One option would be to convert your topics of interest (from the GDPR) into a deductively based coding system.
You can try qualitative content analysis. This would mean transforming the GDPR into a sytem fo categories and applying these categories to your text. For numerous versions of qualitative content analysis, see

I am not sure how "transforming the GDPR into a system of categories and applying these categories to your text" is any different from coding the data.
