The accuracy of DEM data is limited sometimes. Therefore, there are big differences between DEM-derived drainage networks and observational stream networks. How could we evaluate the accuracy of those modeled drainage networks?
There are several options, one of the most common methods is comparing the average planimetric distance between your network and another control network. The last could be extracted from high resolution aerial ortho-photographs or large scale topographical maps (for example 1:5.000).
you must create hydrological DEM. In ArcGIS, you can contribute river in interpolation. this method suggested by Huchinson that it burning DEM in river area. in ArcHydro help there are useful information about it.
as per my information,DEM should be compare with given toposheet,
if toposheet points are not matching then with GPS, establish control station on road crossing and prominent place which can be easily identified.
