How to evaluate neutral temperature if the range of thermal sensation votes ranges from -1 to +2 at the same PET value?

Greetings dear all, I have collected about 1200 surveys to understand heat perception in few selected outdoor urban spaces. When I attempt to plot MTSV against PET to find the neutral temperature as done by Lin et al. (2009) and Yang et al. (2013), I could not get a strong correlation coefficient. Later I found out that the range of TSV ranges from -1 to +2 for the same PET value. Is there another way for me to evaluate the neutral temperature?
