Please note that there are multiple concepts of 'surface albedo' (spectral, broadband, Directional Hemispherical Reflectance [DHR], Bi-Hemispherical Reflectance [BHR], etc.) and that different products are available from different sources. Note also that some of those concepts are not characterizing exclusively the land (or ocean) surface, but the joint interaction between that surface and the atmosphere. Hence, 'surface albedo' is generally a function of cloudiness, aerosol load, etc.

You may also need to specify (1) how accurate your albedo product needs to be, (2) where is your area of interest, (3) which 10-year period you want, (4) at which spatial and temporal resolutions you need those data and whether you require instantaneous or averaged quantities. These characteristics will influence which sensor and data source may be appropriate for your purpose. Without such specifications, it is difficult to recommend a particular source of data.
