How to estimate dust fugitive emissions from tailings storage facilities?

There is a method for estimating fugitive dust emissions from active piles that was developed for USEPA in AP-42 (13.2.5 Industrial Wind Erosion (USEPA, 1995)). If wind erosion is present due to erodible material (fine solids) being present and the local wind speeds are high, but there is no significant disturbance on the tailings I am studying, would I be correct if I estimated emissions from the tailings using this method?
