I want to write two programs for server and client to communicate with TCP and send some numbers.
In fact a Port Forwarding should be happened in router but I can't find the way it should be written in server and client programs.
-what are related commands?-
(actually I don't have access to router)
(I tried a case in which both of server and client were on the same network and that case worked correctly.)

You need NAT traverse. Google it you can do it easily in Linux but you need a public server or find a free one.
You can use network simulator like NS3 that has some facilities to declare tcp connection and routing
Even if there's a NAT in the path, as long as the client initiates the session, there should be no problem, right? This is the common situation, when people browse the web from home, behind a NAT.
The server will see the public source IP address on the WAN side of the NAT, and return packets to that address. And then the NAT changes the destination address and uses the destination TCP Port ID, according to how the host behind the NAT initiated its session. That way, the one IP address in the WAN side of your NAT can be shared by many hosts in your homenet.
The only problem is if the server must initiate a session with a client behind the NAT. That's when you need this port forwarding trick, to always route the packets to a known home host.
The exact syntax will depend on you router and provider, no?

Actually I found one solution, I used ngrok.com -and it's program for Windows- to have tunneling between server and client.
In this solution, server side takes a domain name from ngrok and client can use that to start it's communication with server.(packets are delivered to client and server directly)
But for 'no paid account' it changes domain name each time.
Then I test that with a basic web server and it worked. (web server hosted on my OS and I have access from internet)
ngrok let's TCP packets pass through internet too.

Hi Albert, browsing web has some differences, web servers often have static IP's assigned to them and they are stored in DNS server.
So in the case of my question server can't expose itself over internet because it has only private IP before router.
I asked university ISP center and they said that they can give me static IP and perform NAT.
Since the client & the server are in two distinct networks. Therefore in order to make a successful connection:
1) the client should aware of the public IP (or the domain) & associated port; and
2) the router (in the server) should forward the requests (coming to the network through a certain port) to the server.
